Parents taking ADHD meds

So I have a question. Someone I know is taking their children's ADHD meds for pleasure. Who do you contact when you think it a problem? They have been taking them for several years. They probably get 250 pills a month.

My girl Roxy.

This is my rescue Roxy. A lady on Craigslist brought her to me and she is the sweetest girl ever. I just wish she didn't have such skin problems.
