I found a theory that I see as 100% probable, where Kris and noelle did not drown, they only made an old bug of mother 1, that bug is that with a bread (which in this case gave us sans) and pippi (which in this case is noelle), it allowed to skip entire sections of the game

That's why we skip an entire chapter and head on to chapter 7!
