When driving from Tucson to Phoenix last night, I saw this vehicle that looked like a jeep but was the size of a Kia soul. The license plate is from Mexico, but I have no clue what this vehicle is. Any help would be appreciated.

285/70/R17s with -12mm offset. 2inch front level. Big upgrade from the 245s on it!

Does this look normal? Just picked this old town up on marketplace for $200
