Emergency passport payments for US citizen

Hello I’m wondering if anyone’s had a similar situation. I’m in The Netherlands and I lost my passport (I’m a US citizen). I’m trying to pay the DS-11 application fee on pay.gov. It’s asking me for my information but when I select country the United States doesn’t show up. (I know online payments for DS-11 are only for abroad) would I then just select the country I’m in?

Update:
Seems to me that when it comes to emergency services, you can pay in person at the embassy. I could somehow be wrong though, because on the check list for lost passports it says, “printed payment confirmation”.

Emergency passport advice

So I left my US passport in my backpack on a bus in the Netherlands like an idiot… I looked at the embassy in Amsterdam and its appointments are booked. I looked to see if the embassy in Belgium had available appointments. Should I attempt going in the morning to the one in Amsterdam and explain my situation, or attempt to train down to the one in Belgium with a guaranteed appointment? Just want to hear others thoughts and opinions. Thank you!
