Question: How Do You Actually Hire A Video Editor?

So say that I have some videos that I need to have edited. (Not asking here.. asking how to ask)
Looking through the hire reddit, I see a lot of flash cuts, lot of people offering free or 5 bucks, 15 an hour, people saying they should charge 1000's, people offering $10 bucks per video. but most of the videos: words quickly splash across the screen, fast jump cuts, etc., not what I'm looking for.
I want something like the video posted below , I really like how the graphics and color told the story as much as the guy talking.
- What video editing style is that?
- How do you storyboard that for an editor, as I think I am a creative guy, but I don't know what's possible or how to even how to ask really.
- What is a reasonable and fair charge, for roughly a 4 minute video? I see the OP said, $35, then said $35 per minute, but he never actually said he created the video. Alluded to it, I assume he did.
- How do you not hire a scammer that shows someone else's portfolio, I hired someone last year, that had a great portfolio, Send him some stuff and what he sent back was something well his edits were worse than my edits and I'm not a video editor and I don't think he actually read what I was asking for.. (Also 2 to 3 weeks of I'm getting to it, after saying he would work on and have it completed in 48 hours,
