Does anyone know why they tore out the rose garden?

Hi all! I'm a volunteer at Benton County Canine Shelter in Kennewick (near Meyers Auto, Vista vet). We're having a really hard time getting dogs seen and adopted. Do you think it would be worthwhile sharing dogs here? I am not usually a reddit person but I'm trying to tap into everything to get the dogs seen!
