How does a parole absconder for 12 years work in films and without police tracking him?

Just saw this news, and unable to express how strange it is. Nagindas Parshottamdas Modi Vaishnav was serving a life sentence in connection with a murder case that occurred in the Naroda in 2005, and accused under Sections 302, 324, 147, 148, 149, and 120(B) of the IPC, as well as Section 135(1) of the BP Act. He was granted 30 days of parole by the Gujarat High Court on July 25, 2014, but never returned.

Now the main part, after jumping parole, he started acting and worked in in movies like 'Thugs of Hindostan', 'Jayeshbhai Jordaar', 'Metro In Dino', TV serials 'Wagle Ki Duniya' and 'Mere Sai', and plays such as 'Yugpurush' and 'Gandhi Viruddh Godse'.

He was caught from Gheekanta Metro Station in Ahmedabad on Wednesday, after almost 12 years and and after featuring on various movies, shows, and dramas, and police was yet unable to track him since these many years. Don't know what will happen to the law and order of city.

Law and Order Violations by the enforcers

Saw a video yesterday where a 70 y.o. died on police custody, and his statement recorded by his son before his death clearly mentioned how he was tortured by police, along with name of everyone involved, and how they tortured him. Sadly he passed away after some hours. Now even after that video, the policemen who tortured him are roamong free, and the same police station where this incident occured, is not taking the sons complaint. I have seen the videos of him son before the incident, he is a good person, a social worker, who helps the poor and need, irrespective of cast and religion. Also, the allegation on the old man was regarding beef, but also, did police have any proof for the same ? Also, before killing, they even allegedly took bribe from the famil. The police also misbehaved with the deceased wife that ia also recorded.

Now i think, the victim of this police gundagiri can be anyone, if no action on such incidents is taken. I also see many private vehicles driven recklessly with banned black films with "police" sticker. Also the drugs and alcohol setting by the policmen is next level. Why are the laws violated by the one who should enforce them..? If they violate the law like this, where should we go..? Something wrong happen to victom, they take the bribe from the culprit to not tale a case, where should a common man go ?

So this hapoened yesterday, on one of the busiest road, and many of us would have passed from this place yesterday as well. It is prima facie believed that the accident occurred due to lack of safety measures during the ongoing construction of the bridge. The diversion slabs were not properly fixed and fell on the rickshaw, wherein a passenger lost their life. Another issue is the dumpers used in this construction are driven like they are competing in an F1 race. And the drink and drive people are something else. How many times a common mans life is put in danger by mismanagement from the authorities or some careless people. Why no strict action/ rules/ guidelines not made and strictly enforced by the authorities.
