Is this bridesmaid dress too revealing?

I’m MOH. Part of my role is screening bridesmaids’ dresses. The wedding is at a high end venue in Spain. A bridesmaid insists on wearing this. I think it may be a bit too immodest for the setting.

I also have concerns that it may look too close to white.
