I seem to find contradicting sources on this. We play Gathering Storm with all expansions online on small continents, I happen to have made zero ranged land units so far and my brother is besieging me. Will my ranged strength default to 3 or will it be my best ranged boat?

Multiplayer game on Civ VI vanilla.

My friend is Norway and has declared war on me. I though the cliffs would prevent him from attacking, but it is obvious it is not the case, what did I miss?
