How is this reasonable? This is why I would throw an offer 20-30% less than the listed price.

I’m buying a house for the first time and the realtor I am with is showing me listing but for the most part always telling me that the house is gonna go higher than what it is listed for so throw a larger offer than what it is listed for. What I’m trying to do is negotiate for my first house example a house thats listed for 250k I wanna start at 190k and we can try to meet somewhere but my realtor is not inclined to doing that. Can someone explain why.

Edit: I don’t expect to buy the house at 190k that’s just a starting point, same way someone might over price something to maximize profits.
