I can't find an answer to this query I have about adversary fear features. I know that I can spotlight and adversary and spend a fear to activate a fear feature, but is that always instead of a standard move on their block?

For example, the players fail with fear, I spotlight an adversary who standard attacks. Can I then spend a fear to activate the same adversary's fear feature?

What if I spend a fear to spotlight another adversary. Am I still just choosing between either a standard attack, a non fear feature, or a fear feature? I can't see a clear answer to this. Thanks
