Visa and marriage

I am Greek Cypriot and my fiancé is Turkish, from Türkiye, currently living and working in the TRNC. We are finding it almost impossible to get him to the south.
At the moment, the only option we seem to have is booking an appointment at the Cyprus embassy in Greece, which is a huge inconvenience. But how is he supposed to get a visa to enter Greece when Schengen is not an option for us?
The amount of bureaucracy is overwhelming.
Is it possible for me to apply for a visa on his behalf? Or can we do anything through the TRNC citizens’ office in Lefkoşa? At this point, it honestly feels easier for us to move to another country than to get him to the south.
We were planning to get married in January, but we have just found out that we are expecting a baby, so we will be travelling to Türkiye to register our marriage earlier than we planned.
If we tell them at the border that he is coming to the south so we can get married, would this be allowed? Has anyone been through something similar? Please share your experiences and things that worked for you.
