I was the England Police Officer in the viral Arkansas Constable bodycam video — just posted my first public reaction and answered questions that couldn't be addressed while I was still on the job

Hey fellow Arkansans —

My name is Baily Marcum, I was an officer with England Police Department in Lonoke County. In September 2025 I responded to a call about a young woman being chased by Jefferson County Constable William Hamilton through rural Arkansas — from Sherrill all the way into England. My bodycam footage went viral nationally and internationally.

I'm no longer with England PD and there are no ongoing cases or investigations related to this incident, so I finally sat down tonight and publicly reacted to the footage and answered questions for the first time.

For those not familiar with the full story — Hamilton was driving a 2002 GMC Sierra in jeans and a t-shirt with a single aftermarket blue light bar. He had not completed required training since 2019. He never called in a pursuit or notified dispatch. He crossed county lines from Jefferson into Lonoke County without authorization. He was not in uniform in violation of Arkansas state statute. His vehicle was not properly marked.

Some things in the video that are specific to Arkansas context:

- The Blue Light Rapist history — Robert Todd Burmingham, Lonoke County, 1995-1997. Shannon's Law. Why that was in my head the entire time looking at Hamilton's truck

- What it's actually like working law enforcement in small town central Arkansas

- The constable system in Arkansas and why it needs serious reform

- What happened at the mayor's office the morning after

Full reaction on YouTube — search ReaperOnTheWeb. As an Arkansas native I'd love to hear from people who remember the Blue Light Rapist case and understand why this situation hit differently for people who know that history.

I find it hard to beleive anyone ever gets hired for these positions. I have many years of general IT experience, technical support supervisor experience, even law enforcement experience that has allowed me to handle difficult tasks under intense pressure without issue. I'm currently pursuing my BS of IT that will go into a MS of IT Management.

I've applied to probably twenty listings for these roles over the last year or two, and ALWAYS get the "Met Minimum Qualifications" email, and nothing else.

Earlier this year, I got an email from one of their IT supervisors for a role at the Workers Compensation Commission asking some prelimenary questions - I answered them all and felt really good about my answers, only to be ghosted and never receive a response even after following up to ensure my email was delivered properly.

Does anyone know how I could get in better contact with an actual person to discuss these roles, or is it strictly just a lottery system and you have to be super lucky? In terms of experience and qualifications, I typically exceed what they are looking for. The only things I don't fully meet qualifications for at this moment are for IT Administrator / System Administrator since I haven't had much opportunity to work with enterprise equipment, server farms, etc.

I'd love to know how to finally break into one of these roles. Someone told me you just have to use their buzz-words, but I don't know. Any insight would be appreciated.
