The second to last clause: “For the rest of this turn, neither player can activate the effects of monsters with any of their revealed monsters’ names.” Would this apply to both players?

For example: Player A reveals Ash for Subspace, Player B reveals Droll. Are both players unable to activate Ash and Droll? Or is Player A unable to activate Ash, but can still activate Droll and vice versa for Player B?

After SPIA was flipped face up and the flip effect to lock the opp out of Chain Linking their own effects is active, which GY effects (if at all possible) are able to be used consecutively after the other once the first one resolves? Do “if” and “when” effects work differently under SPIA’s CL lock?
