Counselor refuses to order CPU

Looking for some advice and to hear if anyone else has dealt with this. Quick background: I started using VR&E while living in Florida, then moved to Texas to continue my education. I didn't switch counselors just schools. Shortly after the government shutdown last year, my original counselor quit, and I was reassigned to a new one. Here's where I'm stuck. I asked my new counselor to order me a laptop for school mine is old and starting to give me issues. She's telling me she can't, because she's working with "the school" (my old school) to provide laptop packages to students — and the laptop in that package is a low-end Dell Inspiron 15 5000-series. I know that machine will get cooked under my workload. The other issue: I don't even attend the school she's referencing. I moved. I'm not in Florida anymore. So I'm not sure why a package deal tied to a school I don't attend is what's being offered to me. Meanwhile, I see other vets online posting about VR&E ordering them genuinely capable machines — some are even getting MacBooks. I'm not asking for a Mac. I'm not asking for anything flashy. I just want a solid, powerful Windows laptop that can actually handle my course load, especially the AI workloads my program depends on. Has anyone else run into this? A few specific things I'm trying to figure out: Can a counselor lock you into a "school package" laptop if you don't attend that school? What's the right way to escalate this a supervisor?
