Transfer without interview or job opening post
Does anyone have insights or info on how people seem to transfer between programs within the same bureau and into different divisions without interviewing?
I have seen several people join different teams without a formal interview or even job posting. I am confused on how this seems to be possible but also seems like it would violate whatever system the agency has in place (especially in relation to budget lines?). I know many of us would love to be able to do this too and sharing info on how would be really helpful.
I have seen this happen when a staff member has interpersonal issues with their program or if it's not a "good fit" or under the guise of funding cuts. How can we get access to this if we also want to transfer but going the traditional route of applying/interviewing/waiting forever has not worked?
