Question on give baby a chance

I have been able to do give baby a chance and it has worked ok for the first nap of the day. I have been able to get my baby to fall asleep on his own just a handful of times. We went from contact napping for every nap to him being able to sleep in his own bed, with lots of pat and shush support. I am usually patting him to sleep he has a pacifier and has always fallen asleep with the pacifier at bedtime. He is upset before I’ve even left the room or finished the bedtime routine. He usually starts crying when I put his sleep sack on him. He’ll cry until I pick him up. I feel like I don’t know how to give baby a chance if he’s already crying before I’ve even left the room. My questions are do I need to remove his pacifier to give baby a chance properly, and what do I do if he’s already crying and upset before I’ve even left the room?
