Not much to this theory,but I believe the world government is purposely keeping choppers bounty low because there's something special about him that hasn't been shown quite yet,like a special fruit or power especially considering he can undo domi reversi as seen in elbalf I theorize he is in the same situation as Luffy having a special fruit but it being covered up by the world government. As I said not much to this theory rn so 🤷
