Returning (Starting?) Yu-Gi-Oh for the first time since I was 12/13. Looking for general advice: see post

The last time I played YGO seriously was with a friend in 8th grade, with a wildly disorganized deck; more often than not, he'd lend me partial decks that I could fill in, just so I stood a chance. Actually pretty stand-up guy.
Anyways, I've had a Monarch deck on my desk for years now, sitting unused since maybe my first year of high school. I've been periodically shuffling through it for the last four years, and over the last week started removing cards that didn't fit the archetype, or worked against it, or were pointless, or whatever.
The Zoodiac deck caught my eye. I wanna try Xyz summons, and I thought the art was pretty. I dunno. So, following questions, I guess, to be answered in any order:
- What's the " Meta " look like?
- Where do Monarch Decks and Zoodiac Decks stand right now.
- Where's the best place to buy cards for Yu-Gi-Oh?
- What have I missed since 2018, big release wise?
