iPhone X on iOS 16.7 can I get iOS 18 Shortcuts triggers ?

I recently picked up an iPhone X running iOS 16.7 and honestly, I love it. It's snappy for everything I do and it's a real breath of fresh air compared to my iPhone SE 2020 on iOS 18, which runs like absolute garbage.
The only thing I'm missing is Shortcuts/Automations. Before considering jailbreak, I'd like to know if it's even possible to get iOS 18-level Shortcuts functionality on iOS 16.7, or if it's just too limited.
A simple example of what I'm trying to do: send an SMS when I disconnect from a specific Wi-Fi network, and trigger a shortcut that calls a script to update a Google Sheet with the current date and time. Right now I can only do this manually because I don't have access to the "When I leave" Wi-Fi trigger — only "When I connect", and even that requires a manual confirmation tap.
Is jailbreaking the only way to get this working properly? Or are there too many limitations even with a JB on A11/iOS 16?
