Help with Soviet era marks

I have this beautiful amber and gilt silver brooch with some marks on it. So far I have figured out the lower marks: 875 fineness, then the head with hammer stamp indicating a production date between 1927 and 1958, then it appears to be the Greek letter Tau. I have seen conflicting information about the location that this Tau mark represents.

The top mark I am unsure about. It looks like P10 or PIO? Would this be the makers mark?
