403b and Roth?

I currently have a 403b which includes my 401k and Roth investments. I am investing a little higher percentage than what my company matches, but the fund is managed by fidelity or my company at the moment. I wanted to invest extra money on my own separate from this account, but I would not be able to open another a Roth IRA due to my 403b.

Does Fidelity let me manage my Roth IRA positions in a 403b? It seems tied with my 401k into FZTKX, which I believe is a target fund?

I want to set aside extra money for investments that I can manage myself. Does anyone have suggestions on what type of account to open? Or should I use a taxable brokerage account?
