A bit confused on how the 'timing' of the game works.

Hlelo, everyone. I am a relatively new player who never dared to venture outside Belgium until today. This is a screenshot from my Hungary game, in which my plan was to bide my time until I believed that I held enough iron mines and logging camps in supply in combination with two companies(forestry, metal respectively) that seemed to bolster each resource. With this in mind, I knew from history that Austria gets frisky around 1845 what with the Germany question and all. Therefore, I decided to implement my gigantic push towards industrialization nearly all at the same time- I enacted landed voting, I bolstered the radical party, and I built construction sectors like there was no tomorrow, launching my GDP from 4 million to around 6 million in a very short amount of time. However, this has been crippling on my entire economy, sending me into a 122k debt that is only growing. I have already lost this game as Austria immediately began an annexation war with me after presumably seeing my riches. How should I have proceeded instead of what I had done?
