The reason for not cancelling overseas exams is very simple. They are just money hungry.

They get a lot of money from overseas students. They take 600AED per student too if they want to appear for 2nd Annual which is 45k PKR per student. They dont care about the students. They take another 500AED at the start of year for registration which is around 38k PKR per student. The overseas students aren't much of a population either so their voices aren't heard. The new datesheet has one day holiday for Bio and 2 for Math. Lets suppose and take the example of a kid who studied during this time but still he needs time to revise it all. 1 day for Bio is insane let alone 2 days for math.
