I understand laythe has a atmosphere 60% of kerbin's at sea level but how do I use that to figure out how many parachutes I would need to land?

Basically I have this rocket similar to starship, its a single stage, and everything is fine but every time its landed on either the pad or after landing it back on kerbin it always tips. I've already checked the CoM it's perfectly in line and I can't figure out why, I think it might be because the landing gear.
