I tried looking it up and Rairty has something to do with tokens for an anniversary, is it still usable?

Its very very dry and crumbly, no stickiness at all, I had it once and went into a full blown panic mode, heart racing and head dizzy. Ive never had a bad reaction before. And I only had about a 3rd of whats on the left, tried a single puff again and it just made me lethargic and heart race.
