The ability to exchange messages with people without adding them to your friends list has been restored, but is not enabled by default.

Just thought I’d share this for the socially-inclined who may have missed it, since it requires players to manually opt-in before they can receive messages. I made a lot of friends in this game with the whisper system, it would be a shame for people to not realize this was changed and never know another player was trying to reach out to them.
