Why do I always feel I’m negative on opponents wake-up?

I been playing for a few weeks with chun-li. I know she doesn’t have throw loops like other characters, but I seem to not understand how oki works. I use to play tekken so I’m familiar with oki. But in this game I’m having trouble with it. For example, I do spinning bird kicks and after the knockdown i do a drive rush but I can’t apply pressure with it. When the opponent wakes up, he either jumps, does an OD uppercut move, light punchs me, or throws me. A lot of the time his throw beats my throw which I don’t understand as well. I’m not sure if I’m throwing it out too quickly. So am I really applying any pressure when the opponent has so many different options on wake up? It almost becomes a rock paper scissor situation. I try to go with a move and I get an uppercut. Or I do nothing and I can punish his uppercut. But if I do nothing then I’m not really applying any oki in that case.

I started sf6 recently. I use to play tekken so I’m familiar with frame data. I’m currently playing chun li. Her medium down kick can go into thunder kicks as a natural combo. But how? Medium down kick is -2 on hit. And thunder kicks is like 13 frames. So how does she link them? Similar to her standing medium punch, crouching medium punch, to spinning bird kicks. I understand she can link the first two moves because they are within the frames, but how does she connect the 3rd string?
