Flea dirt? Something else? Found while checking him for ticks.

Update - did the water test, no red or smearing

Was checking my dog for ticks today and saw this on his stomach. Only spot I’ve been able to find. 80lb golden retriever in the New England area. Could be skin related as he does seem to always have dry skin and has been a little since his last bath. Please let me know any thoughts.

Update - did water test as suggested below, spots were hard to get off but it does not appear to turn red and does not smudge
With that being said any other thoughts? Black heads?
