Old Handmade Knife - Questions

I was looking through my grandfathers things who was a merchant mariner from 1940-1980 and found this knife with a couple others. This stuck out to me because it looks all handmade and not some random mass produced knife. The little dots on the blade go from point to handle in a little squiggle where it stops with a circle of dots. It’s the same on each side. The sheath has like some sort of pine straw used for the lashing to hold the hide or whatever it is in place. The handle is stitched with some sort of animal I think the same animal as the sheath. I did as much research as I could do and only found that it may be from the African continent from the mid 1900s.

If anyone has any info on what it may be or when it’s from and if there’s something I should do with it, please let me know. Also, if you need more images or information I’ll gladly send it over.
