How do I get a Freighter to spawn?

I've found this Freighter on the nmsce site and wanted to get it.
I've been jumping in and out of the system, using the station portals to go to nearby systems and jumping back, over and over for hours but I can't get a Freighter battle to trigger in the system.
I've reloaded saves, restarted the game. Am I doing something wrong?
Please help
