TPMS Failure After Tire Replacement

I recently purchased a set of new tires for my vehicle from my local Ford dealership. Few days later, I began getting a TPMS Sensor Fault for one of the tires. Mind you, I do not recall ever having a faulty/dead TPMS sensor outside of when a tire is removed from one of my wheels. The dealership told me to bring it in and they will inspect it for damage, and if the sensor is not damaged it means it failed on it's own and I will be on the hook to pay $200 for a new TPMS kit. Well it turned out the sensor was not damaged and they made me pay $200 just for a freaking sensor. My question is if it is possible to mess up a sensor without physically damaging it while removing a tire off a wheel and were they right or wrong for making me pay for a new sensor? Thx
