Limp spigot?

I recently had my old brass pipes replaced with pex offcourse the guys that did it is a unlicensed family friend, but my spigots are limp not secured sorta floppy , I live ive in a southern California house in the high desert n its on lower side of the street, so it's on stem walls not a slab, only slab is the back patio for context also location of the spigot... So im guessing he just connected the spigot straight to pex...??? How is this supposed to be done and secured .. so I can make sure everything is up to code , not limp n floppy like I am most the time lol
