Yes he is physically but not mentally. ik hes like child but he still has a birtday no? so generally wouldnt his number/age change its like he riddiel what ALWAYS goes up and never goes down so if u think abt it wouldn't his age change. Its also like doctor who in a way he dosnt look aged he looks like hes in his 20s or 30s, yet he has a b-day. Not only that the Prototypes organs are still that because of poppy gel so they are growing and a developer says they are ageing mentally as well u can even see it due to intelligent.
