"The new wearable item Paparazzi Filter has VERY bright rapid flashing effects in the animated version. Its is highly photosensitive with a high potential of causing seizures. If you are prone to photosensitivity, please use/view with caution."

So, not a good idea to use it if susceptible - but ALSO it's not safe now to view random other people's neopets, unless can tell this item isn't worn from the thumbnail :(
