401 Westbound: Express & Collectors (Trafalgar Rd/James Snow)

Everyday my commute takes me past this collectors exit at Trafalgar Rd. / James Snow Parkway going westbound on the 401 and it gets quite busy. I see a lot of the same people every day slowing down to a crawl or stopping entirely in the left few lanes so they can take the collectors.

When did it become acceptable to slow down or stop in active lanes of traffic? This seems like very poor planning by a lot of people. I was taught to never stop or slow down unless it's an emergency or for emergency vehicles while traffic is moving.

I understand it's very busy and people can miss an exit...but why stop in an active lane? Aren't you supposed to just take the next exit and turn around if you're missing the exit you wanted?

One of the main reasons for this rant is I noticed it's a lot of the same vehicles doing this daily.
