What’s this on my ring and pinky finger? It doesn’t hurt or anything.

Just noticed this and I wanna know what’s going on.
It’s red but it doesn’t hurt or itch. The skin feels rough and bumpy. I don’t think it’s dry skin because I do moisturizer because if I don’t my hands crack and bleed.
