I finally found a fix for the shield bug I was having!

I just had it happen to me today and couldn't find a fix that didn't involve rebuilding everything, so I did some troubleshooting and found the actor value associated with the issue I was having:

SpaceshipShieldPartPowerBonus

Checked it by clicking on my ship while flying and using:

getav SpaceshipShieldPartPowerBonus

My value was set to -11 for some reason, so I did this:

modav SpaceshipShieldPartPowerBonus 12

This brought it back to 1.0 and made the bug (fully green shield power even when not powered up) go away. After that, no more shield issues.

Not sure if this is the same as THE dreaded shield bug, but if anyone else has a similar issue to what I described above this fix worked for me :)
