It's like it breaks connection for a second when drawing.

I noticed the small cable for the bottom screen was pretty twisted but didn't appear damaged. Any ideas?

Checked port with microscope and it looks fine, no apparent damage. I bought this usb-c charge port tester but have no idea what the values should be.

It shows 15v 0.5a when plugged in. No charge symbol on screen, no response from power button.

I tested on a working console, it shows the same 15v 0.5a when plugged in, when I press power it jumps to 15v 0.7a.

I've done all the usual tests, power supply good, tried reset CMOS battery, fuse F1004 has continuity, P1013 has 15v, CM10005 has 15v...

Only odd thing I noticed is C1428 shorts to ground. Not sure if that is normal? I can't find a schematic online..

Any other ideas of things to test?
