Permits in Michigan for display fireworks on public property?
I live on a lake, and my neighbor has an ATF permit to buy display fireworks. He puts on a great show each year. However, each year it's gotten bigger and bigger. Last year, they told me they were launching 5" mortars.
Unfortunately, he points the fireworks in our direction. About 100' away from our property.
It's a dangerous situation for anyone on our property. 2 people were injured last year.
Our beach gets covered in flakes of cardboard, and some kind of backing rocks rain down, some larger than a 50 cent peice.
I love the show, but I've asked him if he can push his barge out further into the lake, or at least point the fireworks out over the water. He won't have a discussion with me about it. Literally will not talk to me.
He launches the fireworks from public property (a lake). According to state law, this is only legal to do with a permit. The township hasn't issued a permit. They don't seem to know anything about the permitting process. Which is interesting because the township hires a company to put on a show each year.
So could the permit be getting issued at the state level? I've spoken with the state fireworks supervisor, and he doesn't seem to indicate that there is a state level permitting process and he directs me to the local township. The local township says, "we don't have any fireworks ordinances; this is a state issue".
So everyone is passing the buck and my neighbor is literally shooting explosives in my direction.
