What should I do with this little friend that I got on FB marketplace? Should I be staking it?

I kind of like the way it leans. I'm hoping to plant it in a spot where it will lean over a bit to shade a spot over time. But I'm not sure if that's possible, or good for the plant.

What's going on with my parents' lilac?

This huge plant came from a cutting in the 2000s. I'm devastated that it's not showing much life this year. Should my parents cut all this dead material back? This is in PDX
