Does anyone have a concrete answer on this? Because some people say it's only when Luke is part of the whatever amount of encounters some say he doesn't have to be part of them, some only getting it in act three... Some mix of all of the above you get the point. Because I'm genuinely at my wits end with this...

Edit: I'm on my first playthrough. So don't comment about the bug. I'm well aware of it.

Edit #2: I redid all the fights with luke in the party... Still nothing. All he says is "Now!" and I'm starting to think it's bugged...
