Starting my own Empire regiment for Warhammer Fantasy

First of all, thank you so much for answering my question from a while back about creating a regiment of state troops. I'm working on it before getting the miniatures to provide a good context

Brief Lore Summary

​Pfungzig is a town in the province of Averland, one of the wealthiest in the Empire thanks to its fertile pastures and strategic position along the River Aver. Unlike many isolated villages that rely on herding, Pfungzig has prospered through river trade, establishing commercial ties with the Moot (the land of the Halflings), which has granted it unusual wealth for a settlement of its size.

​The town is ruled by Burgomeister Lothar Gellhorn, a retired general with a distinguished military career. His loyalty lies firmly with House Leitdorf, the noble family that has historically ruled Averland. Gellhorn's combination of military experience and mercantile shrewdness has shaped the character of Pfungzig: disciplined yet pragmatic, proud yet adaptable

The "Flussfüchse" Regiment (The River Foxes)

​Under the command of Lothar's own son, Kaspar Gellhorn, Pfungzig maintains its own regiment of State Troops. The name has a double meaning in Reikspiel (the language of the Empire, based on German): it not only evokes the animal, but also describes someone who knows the rivers inside out—shrewd and adaptable, qualities that reflect both the mercantile nature of Pfungzig and the preferred tactics of its troops.

​Although they are State Troops in service to the Empire, the Flussfüchse enjoy considerable autonomy. This freedom allows them to mobilize as auxiliary forces across different provinces and cities, serving in military alliances depending on the needs of the moment or for allies of House Leitdorf who need troops quickly and with no questions asked. This flexibility is rare in the rigidly feudal Empire, a privilege that Burgomeister Gellhorn has managed to negotiate thanks to his connections in the Averland court.

Hi everyone, how's it going? I'm building an Empire State Troops army, but the problem is that I'm not really a fan of any of the official cities' color schemes. Would it be okay if I create my own custom city with its own colors and heraldry? How could I justify this lore-wise? Thanks!
