I'm not sure about the air duct cleaning.

For context, the noise was emitting from a commercial business, and I live across the street in a residential area. I was immediately told that it's not a crime after we greeted each other, and they're just doing their job at 1AM. Can someone clarify what they meant because I might have the wrong impression about city ordinances. The noise at the time measured around 67 decibels outside on my property.
