Virginia Beach's Waters Are Under Threat - Comment By August 22nd

Hi everyone,

With the comment period deadline approaching, I wanted to share an important opportunity to speak up about a proposal that could have major consequences for Virginia’s coast, Virginia Beach, and the broader Mid-Atlantic.

The federal Bureau of Ocean Energy Management (BOEM) is considering more than 2,700 square miles of ocean off Virginia’s coast - starting about 3 miles north of Virginia Beach - for potential commercial mineral leasing and seabed mining. This could involve industrial-scale dredging of the seafloor to extract heavy mineral sands and phosphorites - introducing an entirely new extractive industry into Mid-Atlantic waters.

There are still major unanswered questions about what mining at this scale could mean for our ocean and coastal communities. Among the concerns:

  • Seafloor habitat loss: Dredging could remove or bury habitat that supports shellfish, fish, crustaceans, and other organisms at the base of the marine food web.
  • Sediment plumes and water quality: Mining could generate large plumes of disturbed sediment that travel beyond the mining footprint and affect nearby habitats, fisheries, and coastal waters.
  • Potential contaminants: Disturbing buried sediments raises concerns about heavy metals, radioactive materials, and other contaminants entering the water column and food web.
  • Fisheries and aquaculture: Commercial fishermen, recreational anglers, charter captains, seafood businesses, and shellfish growers all depend on healthy water and productive marine habitat.
  • Wildlife: These waters support sea turtles, dolphins, whales, Atlantic sturgeon, seabirds, and other migratory species, including the critically endangered North Atlantic right whale.
  • Tourism and coastal economies: Clean beaches, fishing, boating, wildlife, and recreation support businesses and communities throughout coastal Virginia and the Delmarva Peninsula.
  • Coastal resilience: Important questions remain about how removing large volumes of offshore sediment could affect sediment movement, shoreline stability, erosion, and storm protection.
  • Existing ocean uses: The area is already heavily used for fishing, commercial shipping, military operations, recreation, and activities associated with NASA Wallops and the Mid-Atlantic Regional Spaceport.

Perhaps most importantly, commercial hard-mineral mining has never occurred in U.S. federal waters. There is too much at stake to rush toward establishing a new offshore mining industry while so many environmental, economic, and operational questions remain unanswered.

Make your voice heard

BOEM is accepting public comments, and personal comments matter. Whether you live near the coast, work on the water, fish, own a coastal business, visit the beach, care about wildlife, or simply value a healthy ocean, BOEM should hear from you.

Submit an official public comment here:
https://www.regulations.gov/commenton/BOEM-2026-0100-0001

You do not need to be an expert. Share your connection to the coast, what places, wildlife, businesses, fisheries, or activities matter to you, and why seabed mining concerns you. Most importantly, clearly ask BOEM not to move forward with commercial mineral leasing and seabed mining off Virginia’s coast.

Please share this information with friends, family, fishermen, business owners, community organizations, and others who care about the Mid-Atlantic coast.

For our coastal communities, the ocean is much more than scenery - it supports livelihoods, traditions, fisheries, tourism, recreation, wildlife, and local economies.

There is too much at stake - and too much we still do not know - to turn the Mid-Atlantic into a testing ground for an unprecedented offshore mining industry.

Thank you for speaking up and helping spread the word.

Virginia Seabed Mining Proposal Nears Comment Deadline

Hi everyone,

I wanted to share an important opportunity to speak up about a proposal that could have major consequences for Virginia’s coast and the broader Mid-Atlantic.

The Bureau of Ocean Energy Management (BOEM) is considering more than 2,700 square miles of ocean off Virginia’s coast for potential commercial mineral leasing and seabed mining. This could involve industrial-scale dredging to extract heavy mineral sands and phosphorites - introducing a new extractive industry into waters that support fisheries, wildlife, tourism, aquaculture, and coastal communities.

There are still major unanswered questions. Large-scale dredging could destroy seafloor habitat, generate sediment plumes that travel beyond the mining area, affect water quality, disturb contaminants buried in ocean sediments, and disrupt commercially and recreationally important fisheries. These waters also provide habitat for sea turtles, whales, dolphins, Atlantic sturgeon, and other marine wildlife.

There are additional concerns about impacts to shellfish aquaculture, tourism, coastal erosion and sediment movement, commercial shipping, military operations, and activities associated with NASA Wallops and the Mid-Atlantic Regional Spaceport.

Most importantly, commercial hard-mineral mining has never occurred in U.S. federal waters. There is too much at stake - and too much we still do not know - to rush forward with an unprecedented offshore mining industry.

Make your voice heard

BOEM is accepting public comments now. You do not need to be an expert - personal stories and connections to the coast matter.

Go to Regulations.gov and search for docket:

BOEM-2026-0100

Tell BOEM why the coast matters to you, what concerns you about seabed mining, and ask the agency not to move forward with commercial mineral leasing off Virginia’s coast.

Please share this information with friends, family, fishermen, businesses, community organizations, and others who care about the Mid-Atlantic.

Our ocean supports livelihoods, wildlife, recreation, tourism, and entire coastal communities. It is too valuable to turn into a testing ground for an unproven offshore mining industry.

Thank you for speaking up and helping spread the word.

Seabed Mining RFI Deadline Is Approaching - Comment Now!

Hi everyone,

With the RFI Public Comment deadline right around the corner, here are some things you can do to get your voice on the record:

1. Make a comment on the official public comment portal

If you have a personal connection to the ocean -- because you live by it, work on the water, or just love to visit the coast -- your personal story matters in this comment period. You can make a personalized comment on the official public comment portal here. You’ll be asked a few details and then have a chance to either write your comment in the portal, or upload an attachment.

Not sure what to say? Share your name, your connection to the ocean and share your concerns about seabed mining’s impact on the wildlife, ecosystems, communities or activities you care about, and your opposition to the Bureau of Ocean Energy Management moving forward with leasing off the coast of Virginia.

More detail is helpful, but every comment will help demonstrate the breadth of opposition to seabed mining!

2. Add your voice to stakeholder letters or petitions

Are you a business owner, a commercial fisherman or angler? Are you a marine scientist, educator or researcher? You can also add your name to a stakeholder letter, linked below, to help highlight additional concerns different communities have about this project.

Business stakeholder letter | Commercial fishing stakeholder letter | Recreational angler stakeholder letter | Marine science letter

Are you a business owner and an angler? Feel free to sign whichever letters make sense for you, even if that’s more than one.

None of the above? Add your name to petitions from Environment VirginiaSurfriderSELC or Lynnhaven River Now.

3. Share your concerns with your elected officials

Once you’ve shared your opposition with BOEM, make sure your elected representatives are aware of the issue and know about your concerns.

You can find your Members of Congress’ websites and phone numbers here, and state level representatives here

Call or email them to let them know you oppose seabed mining in the Atlantic and why.

4. Share this toolkit with your community!

The more people who know about the threat of seabed mining and take action, the more likely we can stop this mining lease sale in its tracks!

Our Coast Is Still Threatened - BOEM Seabed Mining RFI Update

Hey all - I wanted to share a quick update on the BOEM offshore minerals RFI.

There has been significant movement over the past several days:

Northampton County and Accomack County have both voted to oppose the proposal. Both Eastern Shore counties are now on record opposing potential offshore mineral exploration and extraction off Virginia’s coast.

Virginia Beach also asked BOEM for additional time to evaluate the proposal before taking a final substantive position and indicated that it would oppose the project if an extension were not granted.

Members of Virginia’s congressional delegation also sent BOEM a joint letter requesting more time for local governments, residents, scientists, fisheries, businesses, and coastal communities to evaluate the proposal and provide meaningful input.

The good news is that BOEM has now extended the public comment period through August 22, 2026. This gives us another month to build opposition, educate our communities, and submit thoughtful comments - but it is important that we use that additional time.

Most important action: Submit an official comment to BOEM

https://www.regulations.gov/commenton/BOEM-2026-0100-0001

Even a short comment helps. You can say that you oppose offshore mineral exploration, leasing, and extraction off Virginia’s coast because of the potential impacts on marine habitats, fisheries, wildlife, water quality, tourism, coastal communities, and other ocean uses.

There are also several other ways to take action:

SELC action page:

BOEM's Seabed Mining RFI - Engagement Opportunities

Hey all - wanted to share a quick update on the BOEM offshore minerals RFI since a lot of folks in this thread have been digging into the proposal, raising concerns, and helping spread the word.

There has been some real movement over the past few days:

Northampton County has voted to oppose the proposal, and Accomack County has now done the same. Both Eastern Shore counties are now on record opposing potential offshore mineral exploration and extraction off Virginia’s coast.

Virginia Beach is also sending BOEM a letter saying the City needs more time to evaluate the proposal before taking a final substantive position. Importantly, Virginia Beach has also indicated that it will oppose the project if BOEM does not grant an extension of the current RFI period. That sends a strong message that the current 30-day timeline is not enough.

Members of Virginia’s congressional delegation have also released a joint statement asking BOEM to extend the RFI period. Here’s the link from Senator Warner’s site: https://www.warner.senate.gov/newsroom/press-releases/warner-virginia-democrats-urge-administration-to-extend-public-comment-period-on-offshore-mining-in-virginia/
