Year Back Criteria in 2nd year

As per NEP to avoid year back(to promote from one year to another):

either one needs to fully clear either of the semesters of the academic year or earn credit greater than or EQUAL to MINIUM CREDITS of EITHER of the semester of the academic year.

So in second year(3rd semester having 22 credits and 4th semester having 20 credits), one needs to earn atleast 20 credits combined in both(3rd and 4th) semesters combined (since the semester having minimum credits in the 2nd year is 4th semester, and 4th semester has 20 credits).

So my query is whether I can still be promoted to 3rd year while having 18 credits or not?

I didn't appear for any exams in 4th semester because of certain unavoidable reasons, and got backlog due to absence for one exam in 3rd semester. I had passed in community internship(2 credits), so Ive 18 credits in btoh sems combined

I've seen few examples of last year(2023 batch-NEP) on resulthubdtu, wherein many students got promoted to next year at EXACTLY 18 credits(without even filling/applying for summer semester, I had checked the summer semester results of both phases and the gazetted results of last academic year's 3rd sem and 4th sem to verify the same):

Even though I found not student with less than 18 credits being promoted to the next year.

The above 3 students are of branches: CSE, CSAI and ECIOT

I found one student who got year back at 18 credits of ECE branch:

So can anyone please tell whether 18 credits are sufficient or not? Im from CSE East department.
