Question, i was really ahead to get the scientist that reveals petroleum, and it disappeared (few turns after i changed area). Is the computer cheating or its due to the area ch1nge ?

Inplay vanilla

Been playing Moctezuma on vanîlla for the first time and he's supposed to turn some vainquished military units into workers, but after hundreds of battle it never happened. Did i misunderstood something?
