Need help reforming the Imperium without getting executed for heresy? [DND lore question]
MY fellow 40kers, I am in need of your help.
I am currently in a Wrath & Glory game set in the Gilded System. I play a Commissar who works alongside a Ministorum priest and an Inquisitorial acolyte who is a kroot (long story). My character has become… “moderately liberal” by Imperial standards because this system is basically lowkey hell itself, and I am currently trying to petition the Administratum for additional support before the whole place collapses into chaos.
Part of this petition involves trying to slowly integrate certain groups into the Imperium. Not all at once obviously, I know some things are way more realistic than others. For example, I imagine Beastmen would be far easier to argue for than actual xenos. But yes… I am even trying to advocate for Kroot auxiliaries. Before anyone calls the nearest Inquisitor, hear me out.
My DM already said the issue is not whether Beastmen COULD be accepted into the Imperium in this campaign, but what happens after. The concern is that even if they are allowed in, they would likely never be permitted beyond Guardsman-level roles with no upward mobility. That would leave them bitter, isolated, and far more vulnerable to Chaos corruption later on.
So my question for the lore experts is this:
Has there ever been anything in lore where mutants, Beastmen, abhumans, or even limited xenos groups were successfully integrated in a stable way? Are there examples of sanctioned advancement, citizenship, or military structures that prevented them from becoming easy Chaos bait? And if not, can any of you think of an in-universe solution to this problem that would still be believable for the Imperium?
I fully understand how unbelievably heretical this sounds, but brothers and sisters, you must understand: if I cannot secure additional manpower and support, this entire system may collapse.
Some context for how bad the Gilded System
• Absolvers can only safely travel in pairs because sending one alone is basically a death sentence.
• Sisters of Battle are our PRIMARY defensive force, and even they only move alone because resources and manpower are stretched that thin.
• The Gilded System receives virtually no outside reinforcements or supply shipments from the wider Imperium. Because there is a giant freaking rift that only one person knows how to get past and they are a faction onto themselves. [rouge trader.]
• We have exactly ONE functioning Forge World supplying the entire system, meaning every lost vehicle, weapon, or ship hurts permanently.
• Ammunition, food, medical supplies, fuel, and replacement parts are all critically low.
• Entire planets are resource deficient and barely holding themselves together economically.
• Our Dreadnoughts are in such terrible condition they are closer to sacred coffins with legs than actual war machines.
• Necron activity has been confirmed within the system.
• Chaos corruption and cult activity are ongoing threats.
• There are rumors Tyranids are present on at least one planet, which somehow is not even our biggest problem anymore.
• The Administratum is either too slow, or too overburdened to meaningfully help us.
• There is so many psyker prisoners that they are overflowing the prison made for them but no one from the imperium can come and pick them up.
• Mutants and Beastmen already exist in large enough numbers that ignoring them is becoming strategically stupid.
