Trying to narrow down cause of high power usage, help!

We've been getting quite high power usage since moving into our new house. While investigating this, we discovered our hot water cylinder was leaking, so we figured that would be the reason and got a new cylinder installed.

Our power usage shot up instead... Okay, great. So we've been working on figuring this out further. I have noticed that the outlet pipe from the HWC into the ceiling is always hot. The outlet pipe to taps is only hot when taps are used.

We reckon the pipe to taps only being hot when taps are used suggests that the pipes aren't leaking or anything, but the outlet to the ceiling being hot makes me wonder whether the HWC is venting hot water that it then has to replace. Or, is this pipe being hot somewhat normal, and we just need to insulate it?

Any help appreciated!
