My pc got hacked about a week ago, whats the best way to make sure nothing malicious is on it?

My Microsoft account got hacked and ive tried to recover it but the hacker changed my email and password, etc but Microsoft doesnt believe I’m the real person getting my account back. Can anyone help or know a phone number I can call to talk to real people
